The borrowing policy of Euratom

The Treaty establishing Euratom empowered the Commission to borrow from the financial market in order to grant loans to nuclear companies. This power had been rarely used before the 1970s. In 1977, a specific decision empowered the Commission to borrow money on behald of Euratom for nuclear production.
